what is the difference between a letter you signed and a contract?
the letter says that the contract will be given to you once you pass step 3?????????????
are you bound to the program in this case????????
Well, may be you are fine. Looks like a conditional approval from both sides that may not hold strong if you back out. Actually, it depends on the contents of the letter so go through it with someone you trust, preferably an attorney or someone who's understands how things work.

PS: It's none of my business, but let me turn the situation the other way.

You sign a letter/contract or a contract with a program. The program after a few days decides to void the contract or back off or pickup someone else in your place.

What would you do? What would you want to do? What would the guys on the forum ask you to do?
