I just found out that I can't take step III in NJ until I'm in the residency program(it's a rule in NJ). I would really like to do my step III before joining residency. Any suggestions??

Can I take the exam in NY even if I live in NJ then?

you can take step 3 exam in NJ prometric centre. but not for the NJ state. while applying, write some other state's name that allows to take step3 without residency like TX, CT .hope this helps.
yes, after passing step 3, your score will be valid for all states licence applications and u can start residency anywhere u want.
