which state is easy for step 3 application, i mean no lisence and other stuff??
if i applied on line then what r z documents that i have to send?
what about ""Step 3 Certification of Identity"" is it mandatory and if i am in a country other than my medical school area then who should nourize it for me?

connecticut,MD doesnt need anything. identity form is a must and can b notarised in any bank in the USA. gl
