can anybody tell me..what does postgraduate medical education for step 3 criteria mean?

I am an IMG and i have graduated from medical school in 2008..after that i have been working..i dont seem to have fulfilled that criterion...so,what to do now? cant i give step 3 before admission into residency program??

of course u may apply to stp 3! Go ahead. Most of us are in the same boat. Which state board r u applying for?

i have no idea..right now am in california..is it ok to apply for it? do you have any advice?
