I think your chances are not so bad as posted here.
In my opinion ur biggest neg is step 3 score less then previous (Fishcer uses to say that).
Start emailing programs, and write a brief story abt urself including scores, attempts and YOG with experience. arnd from 50% prog u will be contacted back.
and feel free to apply in those programs atleast.
I am in the simillar boat and emailing arnd 3-4 programs/day and i have reply from 5 programs that i am welcome to apply there.
