Why do selective efferent arteriolar dilation and decreased SVR have the effect of reducing the GFR?

Imagine a pipe shaped like a T . If u constrict the last end then more fluid will go downstream so, increased filtration and GFR. If u dilate it then due to less pressure less fluid will go downstream.. So low G FR..
