yes you are eligible for SOAP as long as your are also ECFMG certified.

And no, you do not have to send documents to programs during SOAP.
The programs will download them again.

One more question,
I applied just for psychiatry programs for match so I have only psychiatry PS or letters.
Is it possible for me to apply both psychiatry and neurology programs at SOAP?
you can apply to any program, obviously it helps your case to have specialty-related LORs, but not an absolute requirement because SOAP is compressed over a few days.
