H1B quota is not according to nationality and so it affects everyone. Also, for most people applying for coming match, the programs that sponsor H1 , it will go against quota for next year.
As I think for year 2013, the quota is already filled.Even there will not be DV lottery for year 2013.
I was under the impression that residency programs sponsoring H1b do not come under the cap. Is that true?
