According to MTB, there are no known eliciting events in phobic disorders associated with the onset of symptoms. So it seems that in phobias like agoraphobia and specific phobias, there is no clear precipitation cause.
What if, for example, you have a person who, in the past, got bit by a dog. And since then, he has been very scared of dogs and when he sees one in the street, he would try to take a different route to avoid it. In this situation, there is a clear precipitating cause. So would you still call it social phobia? Or would you call it something else?
