I want to be sure that I understand the exact definition of attempts. Is it synonymous with failure or does it include every single time that you sat for an exam. I am on the borderline with requirements so when requirements say no more than 2 for Step 1 does that mean I still qualify if I passed on the third time sitting for the exam.

Please help and if you can justify your answer that is most welcomed, but not an absolute must.

I called FSMB and the representative who I spoke with said that an attempt is the number of times that you sit for an exam, pass or fail.
