yes , then An epispadias is a rare type of malformation of the penis in which the urethra ends in an opening on the upper aspect (the dorsum) of the penis.

be careful about the surfaces of penis...Dorsal is NOT the 'undersurface' of the penis rather it is the ventral surface which is the so called "undersurface" i.e, the surface which is in contact with the scrotum....is simply because the normal anatomical position of the penis is its erect position!
