i have not yet received my ds 2019 .. so i havent paid my sevis fee.. can i go ahead and book my visa date?

You need the alphabet letter of your program number present on the DS-2019 while making the appointment. However the same number can be found on the welcome letter you must received from ECFMG by email.
I suggest you make an appt. pending DS-2019.
