people say that incomplete aplic aren`t considered.From what you said i understand that we should apply only with the CAF and PS(while the documents are in their way or they haven`t been uploaded yet)Could you elaborate a little?

depends on the program. some programs will only consider your application if complete.
But I also got Interviews already without my LOR being uploaded yet.
so it is possible, also they will only upload your stuff if you have already applied. so just apply now, I wouldn't see what the advantage would be of waiting
