I gave my step3 on the 1st and 2nd dec and just tried to apply for step 3 today and it did let me apply .
what does that mean that i have not cleared my step 3?

i know people (for step 1 and step 2) who were able to reapply but actually passed the exam

That trick doesn't work anymore passing or not, it depends on your records and I would suggest to wait for your results, don't rely on rumors, just be patient, you were for all the steps, even for 2 months for step 2 CS.
