Hi,
Why are you so cofused?Just recollect the positives and negatives of the program from your interveiw exprience.If I were you,I would do in this way.
Positives
a]unopposed program
b]just 45 min from downtown houston
c]friendly residents
d]comfortable weather
Negatives
a]so so friendly faculty
b]comparitively small program.
Fellowship oppurtunities depends on the type of recommendation letters [good or just normal]you get during your residency.This is the thing I learnt from my interveiw experiences.
Regarding the ranking position,just compare with your other calls and rank it according to that.
This is just my 2 cents.
