Can we write the ROL letter to other members of the faculty like the Chairman & vice chairman in addition to the PD? My iv with the PD didnt go that well but it went well with rest of the faculty.

Write the letter to the PD rather than to the other faculty as this shows you are forthright. The decision would be cumulative and combined. Any letter you send will be placed in your file, so they will review it to make a decision.

What is RoL letter? Is it a letter or plea to rank us high? Do we need to write it other than expressing our interest in the thank you letter?
