what is the relation of the 2 years home requirement ?

if u r not required to return for 2 years ,this may means that u will no go back

@harverd: Okay so once it is done, it is done. You were unlucky!!!

That SOB should not have objected. So many friends of mine came on J1 without the rule 212 e applying for them. Ask your univ to send you a fresh ds form with Rule 212 e applies....It should work...
And also depends on which univ you are going, I hope it is some big one as you would be doing research. They will handle it.

can univ point that the 212 e applies .... and it is big one so does that guaranteeing they will handle it...???

THe visa officer is rejecting you based on the assumption that u dont seem like somebody who will return home after the research.
One way to go about it is to show some strong ties to your home country.
Do u have properties? Are u currently employed?( a letter from your employer saying that your research is very important and they will accept u back after your training) will be helpful
Generally if u are married and have kids...it also helps
