IS getting PGY2 competetive as PGY-1 -

Hi,
I am trying to find PGY-2 peds positions in West coast.
Do programs fill the PGY-2 positions as soon as they receive a good candidate or do they review all the applications they receive and then decide?

Is it very competetive ? If so, in what means. Does
scores matter ?
