thanks for your reply , if i am not in us , how can i do the notary seal ? specialyy i am in country it is lang not english?
could i do it in my faculty
or could i sned them my id photocopy?
what i about certificates , do they need any?

Which country are you talking about? If it's India, I know they have official 'notary' there.
I guess you could go to any Gov. official institution where they could verify signatures OR, try the 'bank' or the 'US embassy'.
