how to transfer visa to J1 within US - mertyna

Hi I am currently in US.
I am plan transfer to J1 visa in the US
Can any body tell me how to do it.
ECFMG gives me DS-2019
I fill the form I-539 and send it to department of homeland security
and wait
Is this correct pricedure?
