A friend of mine took a course in Philly over the weekend and he told me that during the session the doctor ( instructor ) told them it is better to counsel right away when the SP tell you about smoking because you may forget later.

you never have time if you think practically. yes in cases where scenario is related like chest pain, stroke, hypertension it is important. many times people find it difficult to even start counselling.
