it matters if u need visa, or u have bad step 1 or 2

but who are you going to pick if you are the PD. average step1 ,2 ,3 (80) or high step1 and 2 (like 95+)without step3? Anybody knows whcih one the PD will prefer to? any experience about this? thanks.
