do you think it is a good idea to call the programs that we didn't hear from them or is it better to go and ask them directly if you live in the same city or just send them an email inquiring about the staus of your application?

Just yesterday there was a post on this. Anyways yes you should call if you are interested. Some of them have cancellatiobs and you can request to be called for an interview.
