low score, could I retake test after 7-yr limit - zxzx@123

I took step1,2 seven years ago, done cs 2 years ago and had certificate but on in residence problem yet.

I do want to re-take step 1 &2 because the score is low, would you please advise me how I could get the permit to retake them, and what state of medical board is best shot
