if somebody pass both step with +90, and has GC , does he/she need to thake step3 to get residebcy, does it have any posetive effect,? thanks a lot

No, if you only need H1, step 3 is helpful. Otherwise with good scores and GC, it is not necessary to take step 3.(but as you know, you have to take it finally, so you may decide to take it if you have time)
