If your only intention is to work as a General Physician, you would need to pass the Step 3 of the USMLE and obtain 1-2 years of US clinical experience in order to obtain the state license.

sowe can earn state licences without doing residency how?

For some states I would be tempted to say that it's technically possible. For example NYS for temporary license (limited permit) all you need is to have passed all your steps and to process the request by the office of professions.
Here's the exerpt:
6525. Limited permits.

Permits limited as to eligibility, practice and duration, shall be issued by the department to eligible applicants, as follows:

Eligibility: The following persons shall be eligible for a limited permit:
(1) A person who fulfills all requirements for a license as a physician except those relating to the examination and citizenship or permanent residence in the United States;
(2) A foreign physician who holds a standard certificate from the educational council for foreign medical graduates or who has passed an examination satisfactory to the state board for medicine and in accordance with the commissioner's regulations; or
(3) A foreign physician or a foreign intern who is in this country on a non-immigration visa for the continuation of medical study, pursuant to the exchange student program of the United States department of state.
Limit of practice. A permittee shall be authorized to practice medicine only under the supervision of a licensed physician and only in a public, voluntary, or proprietary hospital.
Duration. A limited permit shall be valid for two years. It may be renewed biennially at the discretion of the department.
Fees. The fee for each limited permit and for each renewal shall be one hundred five dollars.

So technically if they have licensed physicians willing to take you under their practice by supervising you...it could be done once you pass step 3. Whether this is true for other states that do not have requirements for residency I am uncertain.... The million dollar question is what is their profit? because I can't believe that they are doing this just because they have a great heart. If this means you charging normal fees and getting less money because you're paying them the "extra" money back to the LLC or if you have a settled salary that is lower than what you would normally get is at all possible. Be careful, remember that there is no such a thing as a free lunch, and sometimes these people take advantage of desperate colleagues in dispair...
