mark "no" and then update your status. and go ahead and apply sept 2nd if you have the documents all scanned and uploaded
DO NOT mark "yes" if your certificate hasn't been issued even though you have passed the required exams, but another requirement is the credentials verification and they are stuck on that. Besides they ask you the issue date of the certificate.
