Let me put this way dandiline.

if a program has 20 positions and the PD wishes to give 10 positions thru match and 10 positions out of match.

so, program informs NRMP about 10 positions thru match process by jan 30/31.

But, other 10 positions are in PD hands. PD can give/call to any candidate upto feb 25th to offer an out of match position. Feb 25 is deadline fr ROL, as we know.

yes thats true but then the program director needs to be absolutely sure that someones gonna take that programs prematch...So any good program can take that risk coz they know that people are eager & restless to accept prematches...

yes frank2007, PD will be in that business .But, only few programs take that 'risk' , in my opinion.
