agree with dream88....
but if you have to pick 1ans , I'd go for pap smear .

successor what I mean is pap can not Rx cancer (out of prevalence pot), it just detects it.... and Vaccines prevent entry to the prevalence pot from the very beginning.

Everything dream mentioned can can can potentially decrease I & P....(what if You don't RX or take appropriate measure after their early detection)

In case of vaccines it will prevent cancer from happening.

(Just to justify what I meant in my explanation)

@palpitation, agree that vaccine too decrease prevalence, but in general pap detection is the factor contributing more to the decline of cervical ca cases... pap itself is intended to take appropriate measures after early detection...we cant assume otherwise.
all options are correct but i feel pap is more correct...
