has any one encountered any prob while applying for the states of Delaware, virginia?north carolina,south dakota,all thar states seem to have similar requirement as connecticut.but every one seems to apply for ct, is there any particular reason?

not necessary. you can apply anywhere there is no PG requirement. I am giving it through Florida.
