categorical or prelim - hydration

I am planning to apply both IM and Neuro. My socres are low but with strong research background. When I have all the IM programs selected, I have a hard time to decide which one I should select categorical IM and which one I should choose for prelim.

1. Is it really bad to select both for certain program?
2, Based on my background, should I select university based program for categorical IM and community based program for prelim?

I would appreciate any comment or suggestion on this. Thanks!

I decide to do 20 prelim at comminity, then the rest go for catrgorical IM. how's that?
