What do you mean by "how can i rank the program" ?

Since you have just one call ........ try contacting the program towards the end of their IV season.

If you have interview, you rank that program only and hope that program also rank you.

Usually, you should write an email to PC showing your high interest in their program. If you are lucky, PC will forward your email to PD, associate PD. I advise against calling program. This can irritate PC who is already overworked during match season.
