when shall we send "rank you high letter" - chlty

I have finished interviews. Now it is time to send my programs a letter indicating I am very interested in them and will rank them high.
When is the good time to send this letter?
The ROL deadline is Feb 24. I hope that I send this before the program decided the rank list. However, I don't want to send letter too early either. When is the good time to send? How about now (2-3 weeks before) or 1-2 week before deadline.
