I have received several replies from PDs, including from Dr. Harper, they claimed that I was good (or fit well) to their program. Then, ..... something like be a good resident or would like to recruit me as their team member...
So, what I should do next? Of course list the one I like most as the top, letter has no meaning because everybody already knows that it is not a commitment. It is only a letter, showing their kindness! Your purpose is match, not a satisfaction from a letter!
