No, chief residents cannot invite anyone. It has to be approved by PD or Assoc PD. They just give them the job of picking applicants based on the program's criteria but in most programs it is done by PC. Some programs by PC and chief residents in selection committee.

no cafe..i did not mean invite, i just said i know of ppl who were interviewed by chief residents...

Yes, i know chief residents can also interview people. Happens many times in AMG programs.
