The Step 3 score is automatically released as a part of the USMLE transcripts.

You have this option to not send programs step 3 score when you request to release usmle transcript.

Have you already applied? If your Step 3 score was received before applying then you cannot withold it. If you receive your Step 3 score after application, then it depends the selection you have make while releasing the USMLE transcript. If you select manual release ( i.e answer 'no' to the 2nd question) then your scores will not be sent automatically. If you then want it to be sent you will have to again release the USMLE transcript.
