I am a PM&R PGY2 resident in NY and this is what my program director told us(indirectly though) regarding Interviewees (applicants) coming for second look. It is a double edged sword; If you are FMG and have good scores, it will boost your chances but if you have bad scores, mulitple attempts etc, when they review your application again, they might not rank you at all, rather go for scramble, which in his opinion, will be able to get better candidates. You can argue that you( with bad score, attempts) have nothing to lose but think before you go for second look.
