Transgenic technique can introduce gene regulating element, to knock out genes. So knock out is one kind of the transgenic method. Of course knock in is one other kind of transgenic.

Transgenic is the expression of a gene of one organism in another.

A knockout means you remove the gene of an organism. This therefore does not mean you express gene material from another organism in a knockout.

You can however have a transgenic which is used in relation to a knockout, you remove the original gene of the organism and replace it for example with the human version.

........ generally in knock out model, a gene is inactivated or removed out to observe the effect .
