I think it should be Lingual Thyroid.
A new born with hypothyroidism....High TSH & Low T3 & T4. Anterior cervical mass high in neck & no palpable thyroid gland.

a) Graves......should have low TSH & high T3 & T4.

C) & D) both can be the cause of hypothyroidism but do not explain the ant cervical mass.

E) Congenital CA thyroid in this age group is unlikely.
