step 3 registration query..plz help..v v imp issue - drsms

Hi, i just went through the process of step3 registration.i have answered step 2 cs on 13th july. My result is not yet out. but the eligibility requirements to apply for step 3 require me to be ecfmg certified. Also there is a deadline of 2nd sep (according to fsmb website) for 2011 step 3.

1) does that mean that i will be able to apply for step 3 this year only if i get step 2 cs result before sep 2nd? can i apply for step 3 immediately after i get step 2 cs result? or does it take time for ecfmg certification?

2)also fsmb needs cert of identification form and other credentials like MD or DO certificate for verification before 9th september.does that mean we have to resend all the documents to fsmb? or will ecfmg send these documents to fsmb?

3)why do all IMGs prefer to apply for Connecticut board? will it affect whichever state license i want to obtain after residency? can i apply for Connecticut board now and then get a license for another state board after residency?

1) It takes about 2 weeks for your ECFMG certificate to be available after you have completed all your exams and your scores are out.
I asked FSMB and they told me that they will open up the application cycle again in mid october and this can give you a chance to take the exam in november or december of this year.

2) I know that you need to notarize the certificate of identification form and send it to them yourself. I don't know about other credentials.

3) The connecticut board processes the paperwork quickly. This is what my friends told me. And this is why IMGs prefer to apply for it. Also, it doesn't require any postgraduate training like some other states do so you are eligible as an IMG to apply through it. What I understand is that the licence you acquire will then be valid for all the states.

oh? i answered my cs on 11th july.what if i get my cs result but i dont get ecfmg certified by sep 1st? can i still apply for residency? or wait till i get ecfmg certified?
Someone told me that ecfmg will send the certificate of identity to fsmb and so we need not resend it to fsmb... i really confused with tis issue. i think i will call them myslf on monday!!!

is that true that there is deadline to regester for step 3 ,I never heard that I am waiting for my certificate to arrive ,hopefully all the verification from the med school is over but that part og deadline is kind of scary ,does anyone sure about that ??? PLEASE
