Can anyone submit a rank order list even if he/she has received no interview but rejections from all the programs he/she applied ? Does that person will include all those programs in his/her ROL which have sent him/her rejection letters ?

you can only submit a rol for the programs you interviewed with.

So does it mean that if someone has got no interview , he can not submit ROL and consequently can not participate in match ?

that person can scramble and still get residency in that way.
