who ever got a rejection from baylor and did't send a reply

This is a reply from "Associate Professor of Medicine & Medical Ethics"
and this was his reply before sending the application:
"We do not have any absolute minimum USMLE score requirements. We consider the entire record. U.S. medical experience is preferred, however, it is not required.
We will be happy to receive an application from you for a position as a resident in our internal medicine training program at Baylor College of Medicine. Your application will be given very careful consideration by our Selection Committee. Thank you very much for your interest in our program"
I wonder what kind of ethics he is a professor of.
