I have posted a list of hospitals that take observers on im-for-imgs.com. Look for the "Observership List" post. All of the links work. You will need to contact the programs and some have application forms.

Sorry I don't have psych observerships, the internal medicine observerships.

I suggest searching online for "international medical graduates psychiatry obseverships"

The observership post is pretty obvious.

CearSenai LA, one of the hosp in Tennsesse ( i think mehary - if not check the others in TN), Brookdale, NY and Jamaica , NY have psych observership . Latter two have exams for obs/ externship . they do give preference to their externs. I am not applying for Psych .. so dont have much info.. but heard about these from a good friend. Start with these and look for more.
