What is the last date a program can offer prematch? What is the last date an applicant can withdraw from match? What is the last date a program should declare NRMP count of match position?

4) Have no respect for your time and no enthusiasm to look around for yourself

I think program can give you prematch any time even in february too. They need submit how much position going for match by Jan 31st. So If program decided to give prematch all position, they need to make match position zero in NRMP, then they keep offering prematch even after Jan 31st too!
