nimisha: to answer ur q more clearly: u can apply to only pgy1 this yr thru soap (unless u r have already done with a pgy1 and can proof it before july thru acmg office.....if u r not a resident, u can not apply to pgy2 slots for this yr...).

i am not sure how this soap works....if there is an empty slot for next yr pgy2=> then u may apply for both pgy1 and pgy2 .....but i doubt it....i havent heard of such in scramble.....they are filling unfilled slots for this yr starting july 2012 (it is not for 2013 and since it doesnt make sense...programs dont fill their slots for next yr thru scramble of this yr!). lets see. gl
