By what time should have result of step 1 ,2& cs - prash2010

Hi Friends,I am IMG,pls tell me by what time should one have results for Step 1, 2 AND CS ready to apply for 2013 residency match.I have heard that by september 1st one should be ready with all results, is it so?b'coz I 'll be appearing for step 2 Ck in july end and for CS in first week of august, so 'll I be applicable for 2013 residency ( factually, coz I know ecfmg mentions in its site that even if u appear for CS in december u r applicable, but its not the case ).I have heard that one gets very less interview calls if one is not ECFMG certified by sept 1.Also how long does ecfmg certification takes ? Hoping for a great response from you all, thanks in advance
