when should i give step 3? last month i completed step 2 and waiting for results. can give step 3 now or it depends on the state. any one can tell me about registration and step 3 process. thanks.

i was looking in ecfmg site. they wrote as

After December 31, 1999, use of the former Federation Licensing Examination (FLEX) components or the former NBME certifying exams to fulfill eligibility requirements for Step 3 is no longer accepted.

i am consufed. what was before and what is now?
