WSU/ DMC observership... Help - strugle

i was scheduled to do it in september but they told me they are stopping their observership prog after august?!!this is the email i got :

I am sorry to inform you that Children’s Hospital of Michigan’s Emergency Department is discontinuing the observation program effective August 1, 2014.
We appreciate your interest in observing in the month of September 2014, but we will not be able to offer the observership positions any longer.
I would like to thank you for your interest in the Children’s Hospital of Michigan.

It is so silly that even Observerships are tough to get these days. and then when you apply they tell you that you dont have USCE...

whats more silly is that even if you get observerships and externships, they still tell you it's not considered USCE...

exactly, some of them they dont consider them as USCE,
i wonder what is the real USCE after graduation? i ve heared that Clinical research with hands on , like taking history and blood withdrawals, is that correct?? who get that?
