call the ECFMG and tell them what the school told you , or get in contact with somebody else in your school . cause it clearly states that if you school participates in EMSWP they have to upload it , ECFMG didn't make any request and it was uploaded

I send an email to ERAS-Support@ECFMG regarding my question.
They said I should upload my Dean's letter or whatever I have in the MSPE placeholder in OASIS.
No need to med school.

That instruction regarding "the miscellaneous tab"/ no MSPE and creating an empty placeholder, is for those applicant who have neither MSPE nor Dean's letter!!
Then they should not upload anything! Just saying no MSPE.
