I guess whoever matchs this year and needs visa has to pass the step 3 to apply for visa. Is it possible for whoever does not match this year to apply for unfilled positions left from whoever could not get the visa or could not pass step 3 to get the visa?

you don't need step 3 to apply for a visa.
